Forest and human being live a socio-ecological pact in which the forest becomes a new citizen respected in its integrity, stability, and extraordinary beauty. Both benefits, as the utilitarian logic of exploitation is abandoned and the logic of mutuality is assumed, which implies mutual respect and synergy. \u2014 Leonardo Boff<a href=\"applewebdata:\/\/1F23C022-1943-45F9-8A37-78B94CB6365D#_ftn1\" name=\"_ftnref1\"><strong>[1]<\/strong><\/a><\/p><\/blockquote>\n<p>2020 has been a year full of uncertainties for the whole world. The COVID-19 pandemic has forced us to change our perception in many aspects of daily life.<\/p>\n<figure class=\"wp-block-pullquote\"><blockquote>This work is long and has not been easy. Sometimes we are discouraged by lack of resources and understanding, by violence, by increases in poverty, by politics, by the realities of Colombia. But our hope is still alive, and we remain motivated to contribute our little piece of peace to the life of this beloved corner of the hills of Bogota.<\/blockquote><\/figure>In times of compulsory quarantine, we citizens of Bogot\u00e1 have had to look to the hills again. The over 13,000 hectares that makeup Bogota&#8217;s Eastern Forest Protection Reserve, commonly known as the Eastern Hills<a href=\"applewebdata:\/\/1F23C022-1943-45F9-8A37-78B94CB6365D#_ftn2\" name=\"_ftnref2\">[2]<\/a>\u2014in which the localities of Usaquen, Chapinero, Santa Fe, Candelaria, San Cristobal, and Usme are located\u2014seem unperturbed by what is happening in the city, in the country, in the world. It seems as if this piece of the Andean mountain range is statically watching over the life of its inhabitants from its 3,600 meters of altitude.<\/p>\n<p>The country&#8217;s capital is a privileged city, as it is surrounded by a majestic mountain range, a set of moorlands<a href=\"applewebdata:\/\/1F23C022-1943-45F9-8A37-78B94CB6365D#_ftn3\" name=\"_ftnref3\">[3]<\/a>, peaks, and multiple watercourses that have unfortunately been barely accessible to its inhabitants.<\/p>\n<figure id=\"attachment_45730\" aria-describedby=\"caption-attachment-45730\" style=\"width: 604px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.thenatureofcities.com\/2020\/12\/14\/the-hills-save-us\/image001-94\/\" rel=\"attachment wp-att-45730\"><img loading=\"lazy\" decoding=\"async\" class=\"size-large wp-image-45730\" src=\"https:\/\/www.thenatureofcities.com\/TNOC\/wp-content\/uploads\/2020\/12\/image001-1-842x560.jpg\" alt=\"\" width=\"604\" height=\"402\" \/><\/a><figcaption id=\"caption-attachment-45730\" class=\"wp-caption-text\">Bogot\u00e1. Photo: Fernando Cruz<\/figcaption><\/figure>\n<p>This low access is a subject of reflection and action for those of us who are part of the Bogota Hills Foundation (<a href=\"https:\/\/cerrosdebogota.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">Fundaci\u00f3n Cerros de Bogot\u00e1<\/a>) and for the various groups formed for the defence and the informed and sustainable use of the hills. We assume ourselves as citizens in the high plain tropical forest in the region of Bogota. We extend this type of citizenship \u201cinter-retro-connected\u201d in a new civilizing narrative. In an area of transition between the city and the forest reserve, we promote ways of relating to others and nature in an urban-rural peace process within a city of more than eight million inhabitants, and in a country that is still trying to understand what this means on a national scale. That is why we are agents of peace.<\/p>\n<figure id=\"attachment_45736\" aria-describedby=\"caption-attachment-45736\" style=\"width: 604px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.thenatureofcities.com\/2020\/12\/14\/the-hills-save-us\/people\/\" rel=\"attachment wp-att-45736\"><img loading=\"lazy\" decoding=\"async\" class=\"size-large wp-image-45736\" src=\"https:\/\/www.thenatureofcities.com\/TNOC\/wp-content\/uploads\/2020\/12\/People-786x560.jpg\" alt=\"\" width=\"604\" height=\"430\" \/><\/a><figcaption id=\"caption-attachment-45736\" class=\"wp-caption-text\">We are part of the ecosystem as citizens of the forest. Editing: Gabriela Fern\u00e1ndez.<\/figcaption><\/figure>\n<p><strong>Quarantine does not stop life in the hills<\/strong><\/p>\n<p>During this year, which has been full of uncertainties, intimacies revealed in virtual meetings, and work with people who only know each other through a screen, the strength and passion of a group of <em>florestanios<\/em> (&#8220;citizens of the forest&#8221;) added to the fears derived from the scarcity of opportunities or resources and generated a challenge of creation and intense movement.<\/p>\n<p>The quarantine, which has just been lifted in Bogot\u00e1 after six long months, shows the impact that the pandemic has had on the streets, on businesses, and on meeting places. We can now see the citizens, almost hidden behind their masks, walking at a different pace of life.<\/p>\n<p>Despite this landscape, life buzzes in the Eastern Hills. Nourished soils and others in the process of regeneration, species of fauna and flora as well as the bodies of water that surround it give life to the city, clean the air, provide a sense of well-being, and reaffirm the sense of belonging.<\/p>\n<p>Apart from the importance of their very existence, the hills are also subjects of reinvention. Coinciding with our 11th birthday, as Bogota Hills Foundation, we decided to launch the campaign: <em>The Hills Save Us<\/em> to highlight the vital and protective role of the hills for the city and reiterate the importance of complying with the ruling of the Council of State that ordered the creation of a social, ecological, and recreational corridor. A need that became more evident in these times of pandemic and quarantine. #LosCerrosNosInspiran <em>(#TheHillsInspireUs)<\/em> #VozCerros <em>(#HillsVoice)<\/em> #VisionCerros <em>(#HillsVission)<\/em> #LosCerrosNosSalvan <em>(#TheHillsSaveUs).<\/em><\/p>\n<p>During these six months, we worked intensely to launch the largest platform with complete information about the Eastern Hills, its people, its flora, its fauna, its moors, and its water basins. In addition, citizen initiatives, projects undertaken with children, footpaths, historical studies, and neighbourhood histories are <a href=\"https:\/\/cerrosdebogota.org\/\">shown there<\/a>. Graphic piece: Erika Tovar.<\/figcaption><\/figure>\n<p><strong>A socio-ecological project that cannot be postponed<\/strong><\/p>\n<p><strong>\u00a0<\/strong>As &#8220;florestines&#8221; citizens, we have witnessed the changes that have altered the ecosystem of our hills, and, perhaps pretentiously, we have always said that the mountain needs us for its restoration. We make plans and talk about how necessary these actions are to recover the biodiversity lost by the construction of the city. But at this historic moment, after having spent six months in quarantine, we have seen from our windows the wonderful chain of life. We have breathed the fresh air; we have rediscovered the landscape and only now do we realize that it is not we who will save the hills, but they are the ones who can save us.<\/p>\n<p>In light of the current crisis, the need for green spaces in urban environments &#8211; for us and for the whole world &#8211; has become clear and precise. People from different latitudes found there a source of strength to face the crisis. However, in other cities, perhaps in too many, the deficiency of safe and accessible green spaces that affect the improvement of the physical and mental health of the communities became evident.<\/p>\n<p>To corroborate this statement, it is interesting to mention a survey carried out by Greenpeace Colombia, as a result of the isolation, in which it was found that 41% of the people interviewed currently value public green spaces more and consider it important to expand, take care of and protect them for the good of the people and the communities, in addition to promoting their sustainable use. Likewise, according to what was observed by the Bogota Hills Foundation at this time, the pressure from citizens to walk the trails, even at the risk of safety, shows the acute need for natural spaces without congestion.<\/p>\n<p>It is precisely this scenario that has motivated us to insist on the possibility of building a shared vision and comprehensive management for the city&#8217;s eastern hills. The Foundation dreams of creating a <a href=\"https:\/\/cerrosdebogota.org\/index.php\/corredor-socioecologico\/\">socio-ecological corridor in the Adjustment Strip <\/a>that restores existing trails with native species and integrates new public spaces. The dream also involves neighbours and hill leaders in the care and management of this new urban ecosystem (what the Foundation calls <em>neighbourhood pacts<\/em>). The neighbourhood pacts will be trained guides and share stories about ethnobotany, geology, and environmental history at lookouts, among native species as <em>cedars<\/em>, <em>tibars<\/em>, <em>tunos<\/em>, and <em>amargos<a href=\"applewebdata:\/\/1F23C022-1943-45F9-8A37-78B94CB6365D#_ftn4\" name=\"_ftnref4\"><strong>[4]<\/strong><\/a><\/em>, through visible and clean streams, while spotting Andean guans, hummingbirds, weasels, and frogs.<\/p>\n<p>This affectionate and productive coexistence of the citizen with the imposing Eastern Hills, utopian or risky for some, is already becoming a reality through a small living laboratory in the three hectares of the Civil Society Natural Reserve called <a href=\"https:\/\/cerrosdebogota.org\/index.php\/reserva-horizontes\/\">Cultural Threshold Horizons<\/a>. There, with the collaboration of volunteers and experts, talks, collaborative restoration with native species, orchards, and composting processes have been carried out, forming a pilot project that can be replicated as private property for public use.<\/p>\n<p>The Natural Reserve acts as a laboratory of collaborative transformation and, through a volunteer program, we have been carrying out <a href=\"https:\/\/cerrosdebogota.org\/index.php\/flora\/\">participative restoration<\/a> for five years now (730 plants of more than 33 different species)<a href=\"applewebdata:\/\/1F23C022-1943-45F9-8A37-78B94CB6365D#_ftn5\" name=\"_ftnref5\">[5]<\/a>. We also generate collective works such as the creation of barriers and filters to retain plant material, mitigating the impact of rain on the area; we produce <a href=\"https:\/\/www.youtube.com\/watch?v=JVxvz40tQfw&amp;t=52s\">land art<\/a>, and offer weekly talks on urban ecology called <em><a href=\"https:\/\/www.youtube.com\/watch?v=lZ8k503kkjA\">C\u00e1tedra Cerros Bogot\u00e1<\/a><\/em> (Bogota Hills Chair) in which the <a href=\"https:\/\/fundacioncerrospru.wixsite.com\/catedracerrosbogota\">mountain takes the stage<\/a>.<\/p>\n<figure id=\"attachment_45733\" aria-describedby=\"caption-attachment-45733\" style=\"width: 604px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.thenatureofcities.com\/2020\/12\/14\/the-hills-save-us\/image005-44\/\" rel=\"attachment wp-att-45733\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-45733\" src=\"https:\/\/www.thenatureofcities.com\/TNOC\/wp-content\/uploads\/2020\/12\/image005-1.jpg\" alt=\"\" width=\"604\" height=\"130\" \/><\/a><figcaption id=\"caption-attachment-45733\" class=\"wp-caption-text\">We, at the Land art workshop. We are discouraged by the lack of resources or frustrated by the slow progress of our activities. We are also overwhelmed by the reality we live in our country, the violence, the attacks on environmental leaders, the increase in poverty, and the generalised pain of a country that resists change, even though it tries hard. Montaje de Gabriela Fern\u00e1ndez.<\/figcaption><\/figure>\n<p><strong>La cuarentena no detiene la vida de los cerros<\/strong><\/p>\n<p>Durante este a\u00f1o, que ha estado lleno de incertidumbres, de intimidades reveladas en reuniones virtuales y de trabajos con personas que solo se conocen a trav\u00e9s de una pantalla, la fuerza y la pasi\u00f3n de un grupo de \u00ab<em>florestanios\u00bb, <\/em>sumadas a los miedos derivados de la escasez de oportunidades o de recursos nos gener\u00f3 un desaf\u00edo de creaci\u00f3n y de movimiento intenso.<\/p>\n<p>La cuarentena, que reci\u00e9n se levanta en Bogot\u00e1, despu\u00e9s de seis largos meses, permite constatar el impacto que la pandemia provoc\u00f3 en las calles, en los negocios, en los escenarios de encuentro. Podemos apreciar ahora a los ciudadanos, casi escondidos detr\u00e1s de sus mascarillas, caminando a un ritmo de vida diferente.<\/p>\n<p>A pesar de este paisaje, la vida bulle en los Cerros Orientales, suelos nutridos y otros en proceso de regeneraci\u00f3n, especies de fauna y flora as\u00ed como los cuerpos de agua que la rodean dan vida a la ciudad, limpian el aire, brindan una sensaci\u00f3n de bienestar y reafirman el sentido de pertenencia.<\/p>\n<p>Aparte de la importancia de su misma existencia, los cerros tambi\u00e9n son sujetos de reinvenci\u00f3n. Coincidiendo con nuestro 11.\u00ba cumplea\u00f1os, como Fundaci\u00f3n Cerros de Bogot\u00e1 decidimos <a href=\"https:\/\/www.wradio.com.co\/noticias\/bogota\/lanzan-estrategia-para-recuperar-los-cerros-orientales\/20200915\/nota\/4070628.aspx\">lanzar la campa\u00f1a<\/a>: <strong><em><a href=\"https:\/\/www.youtube.com\/watch?v=ORF-8Dc1j7g\">Los cerros nos salvan<\/a>,<\/em><\/strong> a fin de resaltar el <a href=\"https:\/\/www.eltiempo.com\/bogota\/bogota-llamado-a-saldar-la-deuda-con-los-cerros-orientales-537836\">papel vital y protector<\/a> de los cerros para la ciudad y reiterar la importancia de cumplir el <a href=\"https:\/\/www.youtube.com\/watch?v=Ii90yWit4Dw&amp;t=8s\">fallo del Consejo de Estado<\/a> que orden\u00f3 la creaci\u00f3n de un corredor social, ecol\u00f3gico y recreativo, una necesidad que se hizo m\u00e1s evidente en estos tiempos de pandemia y de cuarentena. #LosCerrosNosInspiran #VozCerros #VisionCerros #LosCerrosNosSalvan<\/p>\n<figure id=\"attachment_45738\" aria-describedby=\"caption-attachment-45738\" style=\"width: 604px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.thenatureofcities.com\/2020\/12\/14\/the-hills-save-us\/image003-57\/\" rel=\"attachment wp-att-45738\"><img loading=\"lazy\" decoding=\"async\" class=\"size-large wp-image-45738\" src=\"https:\/\/www.thenatureofcities.com\/TNOC\/wp-content\/uploads\/2020\/12\/image003-2-839x560.jpg\" alt=\"\" width=\"604\" height=\"403\" \/><\/a><figcaption id=\"caption-attachment-45738\" class=\"wp-caption-text\">Pieza gr\u00e1fica: Sof\u00eda Estrada Foto: Juan Amar\u00fa Rodr\u00edguez<\/figcaption><\/figure>\n<p>En estos seis meses trabajamos con intensidad para lanzar la mayor plataforma con informaci\u00f3n completa sobre los Cerros Orientales, su gente, su flora, su <a href=\"https:\/\/cerrosdebogota.org\/index.php\/fauna\/\">fauna<\/a>, sus p\u00e1ramos, sus <a href=\"https:\/\/cerrosdebogota.org\/index.php\/agua-y-cuencas\/\">cuencas h\u00eddricas<\/a>; adem\u00e1s, se muestran all\u00ed iniciativas ciudadanas, proyectos emprendidos con <a href=\"https:\/\/www.youtube.com\/watch?v=shD5Hw5NOZA&amp;t=45s\">ni\u00f1os<\/a>, <a href=\"https:\/\/cerrosdebogota.org\/index.php\/senderos\/\">senderos<\/a>, <a href=\"https:\/\/cerrosdebogota.org\/index.php\/historia-de-los-cerros-orientales\/\">estudios hist\u00f3ricos<\/a> e historias de barrios (<a href=\"https:\/\/cerrosdebogota.org\/\">https:\/\/cerrosdebogota.org\/<\/a>). Montaje Erika Tovar.<\/figcaption><\/figure>\n<p><strong>Un proyecto socioecol\u00f3gico impostergable<\/strong><\/p>\n<p>Como ciudadanos \u00abflorestanios\u00bb hemos presenciado los cambios que han alterado el ecosistema de nuestros cerros, y, tal vez pretenciosamente, siempre hemos dicho que la monta\u00f1a nos necesita para restaurarla. Se hacen planes y se habla de lo necesarias que son estas acciones para recuperar la biodiversidad perdida por la construcci\u00f3n de la ciudad. Pero en este momento hist\u00f3rico, luego de haber pasado seis meses en cuarentena, hemos visto desde nuestras ventanas la maravillosa cadena de vida, hemos respirado el aire fresco, hemos redescubierto el paisaje y reci\u00e9n ahora nos damos cuenta de que no somos nosotros quienes salvaremos a los cerros sino que son ellos los que nos pueden salvar.<\/p>\n<p>A la luz de la actual crisis, la necesidad de los espacios verdes en los entornos urbanos \u2014nuestros y de todo el mundo\u2014 se ha vuelto clara y precisa. Habitantes de distintas latitudes encontraron all\u00ed una fuente de fortaleza para enfrentar la crisis; sin embargo, en otras ciudades, tal vez en demasiadas, se hizo evidente la deficiencia de espacios verdes seguros y accesibles que inciden en el mejoramiento de la salud f\u00edsica y mental de las comunidades.<\/p>\n<p>Para corroborar esta afirmaci\u00f3n, es interesante mencionar una encuesta que realiz\u00f3 Greenpeace Colombia, a ra\u00edz del aislamiento, en la que se encontr\u00f3 que un 41 % de los interrogados valora en este momento m\u00e1s los espacios p\u00fablicos verdes y considera importante ampliarlos, cuidarlos y protegerlos para el bien de las personas y de las comunidades, adem\u00e1s de promover un uso sostenible de los mismos. As\u00ed mismo, seg\u00fan lo observado por la Fundaci\u00f3n Cerros de Bogot\u00e1 en esta \u00e9poca, la presi\u00f3n de los ciudadanos por recorrer los senderos, inclusive corriendo riesgos de seguridad, evidencia la necesidad acusiosa de contar con espacios naturales y sin congestiones.<\/p>\n<p>Es justamente este escenario el que nos ha motivado a insistir en la posibilidad de construir una visi\u00f3n compartida y una gerencia integral para los Cerros Orientales de la ciudad. La Fundaci\u00f3n sue\u00f1a con la creaci\u00f3n de un <a href=\"https:\/\/cerrosdebogota.org\/index.php\/corredor-socioecologico\/\">corredor socioecol\u00f3gico en la Franja de Adecuaci\u00f3n<\/a> que restaure a su paso los senderos existentes con especies nativas e integre nuevos espacios p\u00fablicos. El sue\u00f1o tambi\u00e9n involucra a los vecinos y l\u00edderes de los cerros en el cuidado y manejo de este nuevo ecosistema urbano (lo que la Fundaci\u00f3n llama pactos de vecindad), quienes ser\u00e1n gu\u00edas capacitados y compartir\u00e1n relatos sobre etnobot\u00e1nica, geolog\u00eda e historia ambiental en miradores, entre cedros, t\u00edbares, tunos y amargosos, a trav\u00e9s de quebradas visibles y limpias, avistando al tiempo pavas de monte, colibr\u00edes, comadrejas y ranas.<\/p>\n<p>Esa convivencia afectuosa y fruct\u00edfera del ciudadano con los imponentes Cerros Orientales, ut\u00f3pica o riesgosa para algunos, ya viene haci\u00e9ndose realidad mediante un peque\u00f1o laboratorio vivo en las tres hect\u00e1reas de la <a href=\"https:\/\/cerrosdebogota.org\/index.php\/reserva-horizontes\/\">Reserva Natural de la Sociedad Civil<\/a> denominada Umbral Cultural Horizontes. All\u00ed, con la colaboraci\u00f3n de voluntarios y expertos, se han llevado a cabo charlas, restauraci\u00f3n colaborativa con especies nativas, huertas y compostaje, conformando un proyecto piloto replicable como predio privado de uso p\u00fablico.<\/p>\n<figure id=\"attachment_45740\" aria-describedby=\"caption-attachment-45740\" style=\"width: 602px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.thenatureofcities.com\/2020\/12\/14\/the-hills-save-us\/image005-45\/\" rel=\"attachment wp-att-45740\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-45740\" src=\"https:\/\/www.thenatureofcities.com\/TNOC\/wp-content\/uploads\/2020\/12\/image005-2.jpg\" alt=\"\" width=\"602\" height=\"130\" \/><\/a><figcaption id=\"caption-attachment-45740\" class=\"wp-caption-text\">Grupo de colaboradores en el Taller El arte de la Tierra en la Reserva Horizontes. A veces nos encontramos con caminantes que no comprenden bien nuestra labor, pasamos sinsabores por la falta de recursos o nos frustra el bajo eco que a veces tienen nuestras actividades. Tambi\u00e9n nos apabulla la realidad que vivimos en nuestro pa\u00eds, la violencia, los atentados contra l\u00edderes ambientales, el incremento de la pobreza y del dolor generalizado por un pa\u00eds que se resiste a cambiar, aunque lo intenta con fuerza.
